Overview

CommIT is seeking a Project Controller in Charleston, SC, to support the management and administration of multiple contracts supporting the government. Under general supervision and in accordance with established policies and procedures, the Project Controller will monitor project financials and provide support to various PMs.

 

Established in 2001, CommIT is a Certified Veteran-Owned Small Business (VOSB) and Woman Owned Small Business (WOSB) providing innovative technical engineering and data science services. Our enterprise systems support includes the Department of Defense’s (DoD) GCSS-MC, CAC2S, TBMCS-MC, and the Department of Veteran’s Affairs’ (VA) telehealth communications. We offer acquisition management, systems engineering, Agile software development, cloud management, IT modernization, data analytics, cybersecurity, and training, including leading-edge DevSecOps, automated testing, and mobile application development.

Responsibilities

Your essential job functions will include but may not be limited to-

  • Develop and maintain a deep understanding of project-specific structures, billing processes, and financial reporting requirements.
  • Monitor the status of project financials, ensuring that task order charges accurately reflect the correct labor hours and rates, subcontractor costs and other direct costs (ODCs)
  • Tracks subcontractor funding allocations with Prime contract, subcontractor funding, subcontractor billing and payments
  • Ensure accurate and timely billing aligned with contract terms and perform reconciliations for each Contract Line-Item Number (CLIN) as necessary.
  • Prepare monthly project financial reports, acting as liaison between accounting personnel and Project Managers to ensure all monthly expenses are accounted for.
  • Analyze actual costs and understand if improper cost allocations have occurred on assigned projects; assist in correcting as needed
  • Maintain good internal controls and policies based on contract requirements, accounting/financial standards, and procurements processes
  • Analyze, understand and report on assigned unbilled balances when needed
  • Ensure the accurate and timely reporting of all assigned projects related financial information.
  • Assist Project Managers with monthly revenue forecasts and the preparation of Contract Data Requirements Lists (CDRLs)
  • Monitor contract funding levels to support the preparation of limitation of funds notifications as needed.
  • Provide support in pricing activities for both current and future opportunities.
  • Perform additional duties as assigned to support team goals.

Qualifications

Required Experience and Education:

  • BS/BA degree, preferably in Accounting or Finance, or equivalent experience required.
  • At least 7 years of project control experience
  • Must have in-depth knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR)
  • Must have knowledge of Contract design and structure (e.g., Firm Fixed Price (FFP); Time and Materials (T&M); Cost Plus Fixed Fee (CPFF); Indefinite Delivery, Indefinite Quantity (IDIQ))
  • Must be detail oriented and able to work within specified deadlines.
  • Strong personal computer skills, including detailed working knowledge of Excel capabilities.
  • Strong written and verbal communications, and interpersonal skills.
  • Ability to prioritize multiple tasks and requirements.
  • Able to work both independently and in a team environment.
