Overview

CommIT Enterprises, Inc. (CommIT) is looking for a Junior Applications Software Programmer/Engineer to support our team in Washington D.C. This position can also be remote! The Junior Applications Software Programmer/Engineer will support the Immigration and Customs Enforcement’s (ICE) Health Service Corps (IHSC) whose primary mission is providing and overseeing healthcare for all detainees within ICE’s custody. Specifically, this position is focused on ensuring the availability of systems, tools, and data within IHSC’s Health Information Technology Unit’s (HITU) Data Analytics Office (DAO), which in turn will support strategic and operational decision-making at the headquarters and facilities level.

Responsibilities

Your essential job functions will include but may not be limited to-

  • Practical experience in at least two programming languages commonly used in data programming/engineering, preferably including knowledge of relational database design; the ability to read and understand data dictionaries; data coding; and the ability to infer the relationship of the tables to the application and the process. Programming languages include, in order of preference.:
    • SQL

  • Ability to maintain and comply with requirements for the following task areas: collecting, compiling, processing, normalizing, analyzing and interpreting data using systems support tools. Analytical tools/systems include, in order of preference:
    • MS Excel
    • SQL
    • Power Apps
    • ServiceNow
    • SharePoint
    • MS Access
    • .NET
    • WebLogic
    • Oracle
    • SAP
  • Experience with business intelligence, data visualization, and reporting tools. Tools include, in order of preference:
    • Tableau
    • Power BI, in conjunction with Microsoft Azure and SharePoint
    • MS Excel
    • Qlik
    • AWS QuickSight on Amazon Web Services
  • Knowledgeable of the ETL process and has familiarity with ETL tools commonly used in data engineering (e.g., Databricks, Azure Data Factory, SAS, SSIS, etc.).
  • Experience with documenting and reviewing data sharing agreements, outstanding customer service and communication skills relaying technical concepts.
  • Experience with managing data quality, cleansing, tagging and metadata management.
  • Experience with testing and implementing application software with regards to collecting, process, and storing data.

Operational/Programming Duties and Responsibilities:

  • Assists senior programmers and teammates with all aspects of software design and coding.
  • Builds interactive and complex data visualization and analysis tools such as dashboards.
  • Displays strong knowledge of database systems, data modeling techniques, and SQL proficiency.
  • Writes and maintains programming codes for the development of automation or interactive data analytics tools, with a focus on empowering data scientists and customers with analytics.
  • Adapts to evolving technologies and business requirements.
  • Performs other taskings within the PWS, as assigned by HITU/IMS/DAO.

 

Analytical Duties and Responsibilities:

  • Applies codes and improves coding skills.
  • Extracts data from various data sources into consolidated data repositories for analytic and reporting purposes.
  • Works on minor bug fixes of automation or interactive data analytics tools.
  • Monitors the technical performance of data systems.
  • Gathers information from consumers about program functionality.
  • Writes data analytics reports.
  • Archives IHSC data/information to existing repository platform and/or data warehouse or other specified data storage areas.
  • Maintains a repository (or database system) and SharePoint pages of unstructured and open-source data.
  • Conducts analytic tools/data systems development tests.
  • Learns the codebase; gathers user data; and responds to requests from senior programmers.

 

Administrative Duties and Responsibilities:

  • Possesses problem-solving skills and attention to detail. 
  • Displays effective written and verbal communication (e.g., standard operating procedures, briefings, methodologies) alongside collaboration skills in a team-oriented environment. 
    • Exhibits discernment when collaborating with clients and customers.
    • Understands the importance of accurate Level of Effort (LOE) estimations.
    • Applies cost-benefit analysis to proposed actions and initiatives.
  • Maintains situational awareness on an international, national, local, department, agency, and corporate level.
  • Attends and contributes to project development meetings.
  • Provides valuable support to the design team while continually improving their coding and design skills.
  • Attends DAO meetings and IHSC meetings.

Qualifications

Required Experience and Education:

  • Education Required: Bachelor of Arts or Bachelor of Science (BA/BS) degree or higher required in Computer Science, Statistics, Data Analytics, Data Science, Information Management, Engineering, or a closely related/relevant field.
  • Experience Recommended: At least three (3) years of data analytics and programming-related experience or relevant/similar experience

 

Security Clearance:

  • Ability to obtain ICE Public Trust
